It could have enough power to freewheel the starter but not enough to crank the engine over But, my trouble shooting would be: 1) Test/replace starter (motor and bendix) 2) Test/replace battery 3) If both check good, remove your spark plugs and try cranking. because you could have a bad head gasket and one cylinder is loaded with coolant/oil (assumed non-compressible)
